Water operates as both a physical and symbolic medium: it is a boundary, an archive, and a device for translation. As a resource shared among nations, it also functions as a metaphor for diplomacy, demonstrating how cooperation is built upon the sensory experience of the territory and its resources. The piece thus proposes understanding diplomacy not only as an institutional agreement, but as a form of perception in which boundaries are continually negotiated within a constantly transforming landscape.
